According to Tibetan Buddhism, the Dalai Lamas are considered incarnations of the Bodhisattva Avalokitesvara. Kelsang Gyatso (1708 – March 22, 1757), the Seventh Dalai Lama, was a Tibetan religious and political figure and the author of an eight-volume collection of works. In domestic policy, he implemented administrative and military reforms, while in foreign policy, he maintained relations, primarily in the spiritual sphere, with Bhutan, Mustang, and Sikkim. He also oversaw the construction of Buddhist monasteries, including founding the summer residence of the Dalai Lamas, Norbulingka.
